The Accounts Chamber: pension provision of citizens has not reached decent level

Once again about the essence of the pension reform

The experts of the Accounts Chamber stated their conclusion in an analytical note on the progress in the implementation of the federal budget for January-December 2019. Changes in the pension system significantly reduced the number of recipients of payments, but did not provide a decent standard of living for pensioners.

The basis for such conclusions was the increase in the number of citizens receiving a social supplement to the official pension by 15% in 2019. Those pensioners whose pension is lower than the official minimum defined for the region where the pensioner lives are entitled to an additional payment. The national average cost of living for a pensioner is 8846 rubles, and 9% of pensioners have a pension below this amount!

When the government was preparing the reform and raising the retirement age in 2018, it appealed to the number of pensioners regarding the number of working citizens who, they say, fill the Pension Fund. According to the reformers, raising the retirement age would reduce the number of recipients of payments, but increase the payments themselves. Indeed, only in 2019 the total number of pensioners decreased by 1.1% (a little more than 400 thousand people), and working pensioners — by 5.2% (almost 450 thousand people). But at the same time, the share of pension spending in the country’s GDP is steadily decreasing: 9% in 2017, 7.9% in 2019.

Thus, we see once again that raising the retirement age is a grandiose scam on a state scale, during which the capitalist ministers robbed millions of Russian workers, forcing them to work several years longer in anticipation of a happy old age. But three coins planted in a field in the country of fools never grow into a money tree, they go to scammers: a year and a half after the reform, Russian pensioners continue to get poor, and workers are now forced to bend their backs to old age.
